Two Weeks Until Election Day! Do You Know Where to Go?

Election day is right around the corner! California Statewide Direct Primary & Municipal General Election is Tuesday, June 3rd.

Many concerned Torrance voters are probably asking, “Who should I vote for in the June 3rd Torrance election?” “What are the most important qualities in an outstanding City Councilperson?” Given recent abuses of power in nearby cities like Bell, one major concern when electing any city official is, “Do they have the city’s best interests at heart?” “How will my city councilperson handle the financial responsibility?”

In less than three weeks the voters of Torrance will choose their future representatives. If you truly want positive changes to happen, then you need to cut the chains that connect us to current and past administrations. Same Blood line, ...same results. You may or may not believe Torrance will go bankrupt in the near future. All I can base my theory on is the budget itself. The so called solution will never work because we are not hiring enough new people and the "new" contributions are not enough to fill the $400 million dollar void. The fact that our city has to dip into reserve accounts to pay bills is a fact that leads me to believe we have an issue. The biggest issue facing us right now is the unfunded pension liabilities. I have heard some people say I don't care about the city workers. That couldn't farther than the truth. The fact I want to stop the bleeding is a good example of an attempt to save the jobs. My plan is to start from the highest paid positions and work our way down. I don't want to take away pensions or push our work force out of the city. I want to see why we have overtime pay that sometimes exceeds the base salary of an employee. I want to see what added benefits we are offering that employees could do without. I'd also like to see a transparent itemized list of "Added Benefits" offered to some of our highest paid employees in the State. I understand we need to offer careers and not just jobs, but the truth is we can't afford to stay on track with what is there now. I can't except the fact that our streets and sidewalks have been neglected for decades and we (the citizens of Torrance) have to wait around for the economy to pick up. Last time I checked we have not been in a 50 year recession. Let's hold our politicians accountable for their promises and let's make sure our tax dollars are truly at work for the general well being of the public and not just a few individuals. I love my city, many of my friends work in city hall. I want to help retain these jobs, offer careers and still maintain our city as it should be. We can find the balance only if we work together as a team. The public must vote, and speak up. After all, the city belongs to you.

The next public forum for Torrance City Council candidates will be held tomorrow night. The event begins at 6:30 pm at the Bartlett Senior Citizens Center located at 1318 Cravens Ave, Torrance, CA 90501. This forum is an opportunity to meet some of the candidates running for election in Torrance, including Aurelio Mattucci.

Mattucci is scheduled to appear at this public forum event and is expected to share details of his plans once he is elected. Mattucci’s platform follows four basic principles of Education, Public Safety, Curb Appeal and Budget.  He is committed to creating the safest community possible for families and providing local children with a quality education. His plans for responsible budgeting practices will ensure that the needs of the community are taken care of first and foremost. As a long time real estate broker, Mattucci understands the importance of curb appeal and making the City of Torrance as beautiful as it can be, followed by maintaining that beauty through community involvement and volunteerism.

Having a solid business environment benefits both residents and business owners. Remember that this is the same revenue we need to fix our streets and sidewalks.
Over the past two years I have... personally visited over 3,800 businesses and about 1,500 residents. I have asked the same question over and over, “What would you like improved in the city?” Most answers started with, Oh Boy….
I am a commercial real estate broker and I specialize in business relocation and startups. As a council member, my focus will be in bringing new business to Torrance and help the existing businesses thrive and not just survive. City Hall must become a working partner in people’s lives and allow new business to flow in without any major red tape and obstacles.

The plan is to simultaneously tackle the issues from all angles.
Internally:
1. Lower the business license tax to a flat $99 a year for businesses that have less than 5 employees or annual gross revenue not exceeding $500,000.
2. Waive the business license tax for the first year on any new business.
3. Streamline the permitting process and allow applications to initiate online.
4. Lower our permit fees by 25% across the board
5. Eliminate the annual “Fire Inspection Fee” on businesses under 5 employees or under 2,000 square feet of space.
6. Allow real estate agents to install Open House signs on public property the day of the open house, limited to 6 signs per day, per agent. Signs of course may not block or partially block any public right of way. Current ordinance does not allow for any open house signs.
7. “Gratitude is the new Attitude” we must change our attitude at the counter. I have spoken to many residents and business owners and the number one complaint is the attitude. Of course this can only be fixed if we find the root of the problem, which usually points to work environment, poor management and no clear understanding of the city’s vision.

Externally:

1. Our Economic Development Department needs to reach out to business owners and not wait for them to contact them. One thing we need to keep in mind is that most self-employed have issues with time, not enough of it. When I met with Fran Fulton from this department I was happy to see that they were taking a proactive approach to contacting business owners, but had very low turnouts. I suggested a door to door campaign and workshops set up inside the business owners’ locations.
2. In addition we need to tap into the multi-million dollar resource we have just a few miles away, The Port of Los Angeles. We need to reach out to the thousands of multinational companies that utilize the Port of Los Angeles and invite them to our city. We have over 1 million square feet of available space in Torrance. Filling this space will generate the much needed revenue we’ve been waiting for. Incentives need to be put in place to induce new growth. Most business growth is in relocation and not new business. We need to remind ourselves that it’s easier to lose a business than it is to attract one. The incentives should include waiving permit fees and business licensing fees for the first year. This will stir up growth within the city and revenue will be balanced by the added jobs.
3. If we want to be a business friendly city, we need to show the public the difference between us and neighboring cities. Yes, we have over 400 world headquarters in Torrance and that is remarkable, but being number 1 takes constant efforts. Our reputation in the business environment is not as favorable as public officials try to tell us.

Let’s bring back prosperity in our city and attract shoppers from all over. Let’s make Torrance a destination and not just a drive through city.

Responsibilities of Your Next Torrance City Councilperson

What does the Torrance City Council do and how does its work affect you?

As a Charter City, Torrance is governed by a Council/Manager form of government. The City Council consists of the Mayor and six City Council members. The Mayor and Council members are elected at large by registered voters of the City and each serve a four-year term. Elections are held every two years, on the even year.

Unlike some cities, such as Los Angeles, that have three or more or even no term limits, the City of Torrance has a two term limit for Council and Mayoral positions. Setting these kinds of term limits is one effective way to prevent corruption and stagnation due to career politicians holding office for decades or more.  With an eight year total for a single position, Torrance voters are able to ensure that their elected representatives, such as City Council candidate Aurelio Mattucci, will truly hold the best interests of the city and its residents at the forefront of the decision making process. Mattucci is a shining example of a long-term resident who deeply cares about his home town and its future.

In this type of Council/Manager form of government, the City Council carries a number of significant responsibilities that directly affect residents. They are responsible for:

• Adopting Legislation 
• Setting Policy 
• Adjudicating Issues 
• Establishing the Budget of the City. 

One of the Council’s most important duties is creating and managing the City’s budget, which is also one of the primary issues Aurelio Mattucci stands for.  Mattucci is concerned with planning a budget with a mind for the future because, “years from now we will have to deal with the decisions of today.”  When elected, he will take a conservative approach to spending, prioritizing expenditures by “necessity not popularity.”

Other functions of The City Council are to appoint the City Manager and City Attorney. The City Manager acts as the administering head of the government and works closely with the Council to implement policy and laws. In the capacity of their offices, Council members and the Mayor may serve as representatives on intergovernmental and regional boards, commissions and committees. The Council will also appoint volunteers to serve on various advisory boards, commissions and committees. 

In a spirit of transparency and accountability, Council members and the Mayor are directly accountable to the electorate. In their work, they must constantly weigh the interests of individuals and groups with the needs of the entire community. For a candidate like Aurelio Mattucci, that is just what he plans to do when serving the city of Torrance that he has loved for over 30 years.

The Council meets every Tuesday in the Council Chamber at City Hall, 3031 Torrance Boulevard, unless specifically adjourned to another time or place. Regular business generally starts at 7:00 p.m., unless otherwise publicly noticed.  Closed door Executive Sessions may occasionally convene, as authorized under the Ralph M. Brown Act, at 5:30 p.m.

Some of these streets in Torrance haven't been repaved in 50 years, yet some streets get a facelift every couple of years. What is wrong with this picture? I have been told we are barely getting out of the "Great Recession" and that a "ne...w plan" is in place. I can't help but wonder if we've been in a 50 year recession. What happened to all the tax dollars that have been paid by the tax payers living on these streets? And why do some streets get special treatment and others are left to rot? The answer is, LOOK AT WHO LIVES ON THE NICE STREETS? If elected I will push for a plan that would take care of the most effected areas first. The areas that have been abandoned by city hall will get their streets repaved if I have to go out and shovel tar myself. Stop telling us about your five year plan. No more empty promises. Hold City Council accountable for their promises and stop telling us, "There's No Money". The money is there if we use our money on PRIORITIES. These photos are two of many I have taken around town. Today I spent a beautiful day with the family. A good change from the daily grind. Campaigning has taken a lot from me. The most difficult is not having much time to spend with my wife and son. The good thing is that in the last two years I have met some of the most amazing people on earth. I am amazed as to how dedicated many of my supporters are towards a victory. I am thankful I have a very supportive wife, a son that jumps on me and smothers me with love no matter how long I was gone, and a solid base of supporters that I consider my friends. As I mentioned on a radio show just a couple days ago, "Campaigning is an emotional roller coaster, the good thing is that I can always count on my wife to be there on ground level". I am moving forward full steam and I believe Torrance will continue to be a wonderful city for many generations to come.
As your council member I will continue to listen to your concerns and address them, I will work with my fellow council members and always look forward and find solutions, I will make sure I fully educate myself on the subject before voting on it, I will listen to both sides and make decisions based on the well being of the general public, I will represent the people of Torrance as a whole, I will stand strong as I believe the people that will elect me expect nothing less, I will not disappear the day after the election.

Mattucci Makes Plans for Responsible Budgeting

With this week’s guilty pleas and sentencing for officials involved in the City of Bell misappropriation of funds scandal, many So-Cal voters are likely concerned about responsible budgeting. When a population elects their local representatives, they are entrusting their future, finances and peace of mind to their new representatives. Scandals like what occurred in Bell terribly damage the public’s faith in local government.

For Torrance City Council candidate, Aurelio Mattucci, maintaining the public’s trust is extremely important. This will begin with careful and conservative budget management with forethought and planning for the future. Mattucci’s stance on managing the city budget includes these points:

• “…We must always take into consideration the fact that years from now we will have to deal with the decisions of today.”

• Regarding pensions, “I want to make sure both the tax payers and employees are protected and treated fairly.”

Torrance City Council Candidate Aurelio Mattucci doesn’t just talk about being involved in his community, he lives it.  Aurelio’s campaign is built around four major issues:  Public Safety, Education, Budget and Curb Appeal. For Mattucci, Curb Appeal isn’t just a real estate buzz word, it is a way of life. With his volunteer organization, The Mattucci Project, this longtime Torrance resident proves he is not afraid to get his hands dirty.

Aurelio Mattucci can often be seen out by the PCH or on other Torrance streets on a weekend afternoon in a bright yellow vest picking up trash.  He founded The Mattucci Project in the summer of 2011 with the simple mission to “Improve our cities, one curb at a time.”  With a crew of hard working passionate volunteers, the Mattucci Project will come to any local business or residence in need to help remove trash and weeds, trim overgrowth and distribute educational materials.
Aurelio believes in the community as a whole helping each other to build safer and cleaner neighborhoods.  Many residents mistakenly believe that their taxes pay for services such as weed and trash removal. However, the Los Angeles Municipal Code, Chapter VI, Section 62.104 actually puts the responsibility for property management squarely on the property owner.  When an owner cannot afford to or is incapable of maintaining their front yard or commercial property, The Mattucci Project is here to help.  The general goals and philosophies of the organization are to encourage property owners to help each other and that it doesn’t matter where the trash came from, anyone can pick it up. When these volunteers take care of a problem, they hope others will be inspired to do the same.

Public Safety a Top Priority for Aurelio Mattucci

Residents of Torrance, California generally feel safe in their homes. Some feel so safe that they may even forget to lock windows and doors at night. But that sense of security has been threatened recently by a spree of cat burglaries.

The DailyBreeze.com has reported on three different cases of burglars slipping into homes in the middle of the night while the residents were home and sleeping.  The cat burglars found entry through an unlocked window in one case and in the other two through an unlocked sliding glass side door and even an unlocked front door. 

Torrance police are reminding residents that taking this simple precaution of locking doors and windows is the first step in home security and can prevent not only loss of property but also protect against violent crimes.  Torrance police Sgt. Bob Watt said. “People are breaking into houses when people are home. We’re a bit concerned of the safety issue. They take very little property and are doing it for the adrenaline rush.”

On March 21, a man sneaked into a home in the 22900 block of Anza Avenue at 2:30 a.m., but ran away when the sleeping resident woke up and screamed. Another burglary occurred around 3:30 a.m. six days later in the 21800 block of Linda Drive. There, a male in his late teens or early twenties entered a home through an unlocked front door, and stole a few electronics. Again, the intruder fled after being confronted by a resident. And the third incident occurred about midnight March 30 when someone snuck into a home in the 4800 block of Via El Sereno through a sliding glass door and stole a laptop computer.

Torrance also saw a jump in “distraction” burglaries in February. In a distraction burglary, a suspect knocks on the front door to talk to and distract residents while other suspects break in through another entrance to steal.  Both of these types of crimes may often be committed by young people seeking excitement but criminals looking for a thrill are unpredictable. While fortunately no one was harmed in any of these recent cases, if Torrance becomes known as an easy place to target such crimes could escalate in frequency and severity.
